Oracle APEX is a low-code platform for building web apps on Oracle Database, free with every supported database edition.

Our take: For Oracle shops, APEX is hard to argue with: no license fee, no per-user pricing and database-grade security.

Try OracleFree with Oracle Database

Oracle APEX is Oracle's low-code platform for building web apps on top of Oracle Database. It has no license fee of its own and no limits on apps, developers or users, but you need an Oracle database to run production apps; the free hosted workspace is for evaluation only.

The bottom line

The default low-code choice if your data already lives in Oracle Database; a poor fit if it does not.

What it really isA low-code app platform that lives inside Oracle Database and is licensed as part of it.
Our takeFor Oracle shops, APEX is hard to argue with: no license fee, no per-user pricing and database-grade security.
The catch is that free only covers the APEX layer. You need an Oracle database to run real apps, and the free hosted workspace is explicitly not for production. Teams outside the Oracle stack should look at hosted builders first.
Why we rate itBroad low-code features with no user or app caps and no added license cost for existing Oracle customers.
The catchIt only runs on Oracle Database, and production hosting is a separate cost.

Best / not good for

Best for
  • Teams already on Oracle Database
  • Internal tools and reporting apps
  • Replacing spreadsheets and old Oracle Forms apps
Not good for
  • Teams with no Oracle Database
  • Non-technical builders without SQL
  • Consumer-facing mobile apps
Trade-offs

Friction report

Trade-offs to know before signing up.

  1. Time to value
Minutes to request a free workspace; real apps need a production database.
  2. Scale breakpoint
Moving from the evaluation workspace to production means paying for Oracle Database or an OCI database service.
  3. Walled garden
High: apps run only on Oracle Database, though APEXlang definitions are human-readable and REST data sources can pull in outside data.

Frequently Asked Questions

Is Oracle APEX free?

Yes, as a license. Oracle says APEX is included at no additional cost with all supported Oracle Database editions, with no limits on apps, developers or end users. You still pay for the database or cloud service it runs on, unless you use the free hosted workspace or OCI Always Free (checked 4 October 2026).

What is Oracle APEX used for?

Building data-driven web apps on Oracle Database: internal tools, forms, dashboards and reports, approval workflows, and modernized versions of older database apps. Oracle's customer stories include back-office systems and clinical trial management.

Can I use the free APEX workspace for production?

No. Oracle says free hosted workspaces are for evaluation and learning only, not production apps or sensitive data. Workspaces may be purged after 60 days of inactivity and have no backup. For production, Oracle points to OCI or an on-premises Oracle Database.

Is APEX owned by Oracle?

Yes. APEX, short for Application Express, is developed and supported by Oracle. Support is covered by an Oracle Database support contract, and each release is generally supported for 18 months.

Is it easy to learn Oracle APEX?

If you know SQL, the basics come quickly: Oracle's Foundations learning path is a 3-hour beginner overview. Custom logic uses PL/SQL, which takes longer to learn for people new to Oracle.

How do I log in to Oracle APEX?

Conversion Gems is a review site, not Oracle. Hosted workspaces sign in at https://oracleapex.com/ords/r/apex/workspace-sign-in/oracle-apex-sign-in. Company installs use the APEX URL your administrator gives you.
